Mr Shikhar Agrawal, Additional Chief Secretary, Industry & Commerce and Chairman, RIICO Ltd, Government of Rajasthan, while addressing as Keynote Speaker during FICCI’s Rajasthan Exports Conclave today at Jaipur, highlighted the State’s efforts towards simplifying the business environment and making approvals faster and more transparent. Among the measures highlighted were Know Your Approval (KYA) and CAF 2.0 (Common Application Form), aimed at simplifying the approval process for businesses through digital, single-window mechanisms. Logistics infrastructure was also identified as an important enabler of industrial growth.

Dr. K. Laxmi Narayan Rao, D.G.P., C.I.D. (Crime & Railways), Gujarat Police, today underscored the need for stronger collective action to combat the growing menace of counterfeiting and smuggling while addressing the FICCI CASCADE Seminar on ‘Breaking the Chain of Illicit Trade: Building a Secure and Resilient Economy’ in Ahmedabad. Emphasising that illicit trade has emerged as a serious challenge with far-reaching economic and social implications, he said, “Counterfeiting and smuggling are not merely economic offences; they have wider implications for public safety, consumer trust and the integrity of legitimate businesses. Tackling this menace requires a coordinated and sustained effort across enforcement agencies, government departments, industry and other stakeholders. By strengthening intelligence-sharing, investigation and inter-agency coordination, we can disrupt the networks that facilitate illicit trade and create a more secure and resilient economic environment.” Ms. Sunaina Tomar, Former Additional Chief Secretary, Government of Gujarat & Council Member, FICCI – Gujarat State Council, said, “Illicit trade creates a competitive disadvantage for legitimate industries and undermines investors’ confidence and sustainable industrial growth. Advancing collaboration between government, industry and enforcement agencies is vital to safeguard legitimate businesses and foster a competitive and sustainable environment”. Mr. Kebharu Smith, Director and Associate General Counsel, Amazon, highlighted the importance of collective action in building trust in e-commerce and addressing illicit trade. He said, “Trust is the foundation of a secure and resilient e-commerce ecosystem. Protecting consumers from counterfeit products and illicit trade is essential to preserving that trust.” Mr. Manish Kulhary, IRS, Commissioner of Customs, Ahmedabad, said, “Customs plays an instrumental role in preventing the entry and movement of illicit goods into the country. Gujarat Customs has adopted a risk-based profiling and intelligence-led enforcement approach, complemented by the use of technology and close coordination with other enforcement agencies. This year alone, Gujarat Customs has seized over 80 lakh illicit cigarettes at Mundra Port, underscoring the scale of the challenge posed by illicit trade. Over the past three years, approximately 10 kg of gold, valued at over Rs. 100 crore, has been seized in cases of gold smuggling. Customs has also been consistently intercepting contraband, including NDPS substances and hydroponic weed. These efforts underscore the need for sustained intelligence sharing, inter-agency coordination and greater collaboration with industry to disrupt illicit supply chains and safeguard legitimate trade.” While outlining the landscape of illicit trade practices - Analysis & Implications, Mr. P C Jha, Advisor, FICCI CASCADE and Former Chairman, Central Board of Indirect Taxes and Customs (CBIC) said, “Smuggling thrives on cost arbitrage created by high indirect taxes and regulatory gaps. When duties on products like tobacco, liquor, and gold are significantly high, it creates strong incentives for illegal trade, undermining legitimate businesses and eroding government revenues. The disparity between legal and illegal market pricing not only distorts fair competition but also exposes citizens to spurious goods, which can become a grave public health issue.” Mr. Deep Chand, Advisor, FICCI CASCADE and Former Special Commissioner of Police, New Delhi, said, “Counterfeiting and smuggling are not just economic crimes, they are serious threats to national security, public health, and consumer trust. We need coordinated policy reforms, real-time intelligence sharing, and stronger public-private collaboration, as well as raising consumer awareness to stop these traffickers. Such an approach rooted in both prevention and enforcement are key to protecting legitimate businesses and safeguarding India’s economic future.” Th
